The Agency has contracted with FSU to conduct an independent assessment of the Statewide Medicaid Managed Care (SMMC) Long-term Care (LTC) program, authorized under the Section 1915 (b) & (c) waivers approved by the Centers for Medicare and Medicaid Services.  States are required to evaluate access to care, quality of care and cost-effectiveness.
The goals of the LTC program are to replace services that were provided by the Aged and Disabled Adult waiver, Assisted Living waiver, Nursing Home Diversion waiver, Channeling waiver and Frail Elder Option with long-term care and services provided by managed LTC plans and to shift service delivery from nursing facilities to less restrictive home and community-based settings.  LTC plans must provide access to care and quality of care at a level equivalent to or greater than the previous legacy waivers/programs.  The total cost of care must be equivalent to or less than the previous legacy waivers/programs.
