Strategy:
- Develop a network to share meaningful patient data electronically; and
- Promote the exchange of electronic patient data on the network by:
- Encouraging providers to adopt electronic medical records systems
- Developing regional health information organizations.
FHIN State Infrastructure:
Core functions required at the state level to create a sustainable and secure statewide network include:
- Record locator service;
- Access control systems;
- Secure communications;
- Audit and reporting functions; and
- Disaster recovery of core functions.
The state-level infrastructure will create a secure network to connect the state’s Regional Health Information Organizations.
Community Driven Development:
- An essential element of the strategic plan is to empower local stakeholder collaborations focused on health information exchange; and
- Local communities are creating Regional Health Information Organizations that best meet their unique needs.
