The Office of Data Collection & Quality Assurance (DCQA) , within the Florida Center for Health Information and Policy Analysis (Florida Center, formally SCHS), currently collects Hospital Inpatient Data, Ambulatory Surgical Data, Emergency Department Data and Surgical Infection Prevention Measures. Our objective is to be a primary source of information for the evaluation of health care utilization and the assessment of community health all for the improvement of public health planning initiatives.

The data collected is used to support researchers, industry staff, and by staff at AHCA and other state agencies to evaluate healthcare utilization patterns as well as quality of care issues. Of interest to those who utilize this data is the status of the data, which can be accessed by clicking the "view certification" link below. The percentages represent the amount of data per quarter that has been certified and that is available for public use. All data released is in compliance with the Health Insurance Portability and Accountability Act of 1996 (HIPAA) privacy law and procedures of the Agency.

In order to ensure data accuracy, the patient discharge data is processed through an editing program. The facilities are then notified of any errors and required to correct them in accordance with the reporting requirements until the data is 100% clean. Furthermore, the facility's Chief Executive Officer and Chief Financial Officer must certify the accuracy of their data by completion of a standardized certification form. This form must be completed in its entirety before the data is permanently added to our database. The Data becomes available for public release when 75% of all facilities have been certified.
The Quality Assurance Unit further validates the quality and completeness of submitted data. The maintenance of quality health care data is vital to the credibility and growing utilization of the State database for health care research, policy development, and public health initiatives. Indication of possibly significant data issues triggers further QA action and audit. Dependent upon the findings, DCQA staff contact the reporting facility and provide information regarding the audit results for their review and resolution.
Ambulatory Surgical, Emergency Department and Inpatient discharge data can be submitted to the DCQA 24 hours a day, 7 days a week, using the Internet Data Submission System (IDSS). The IDSS is a secure online system that utilizes a Secure Sockets Layer (SSL) 128-bit encryption to encrypt and decrypt messages sent between the browser and server. It is designed to improve and accelerate patient level data collection and dissemination.
