Office of Project Management (PMO
)

The mission of the Office of Project Management (PMO) is to work collaboratively to design, develop and implement the infrastructure to support professional project management efforts in the Division of Medicaid in order to assure that all projects are delivered on time and within the allocated budget. Its vision is to increase the success of all projects in the Division of Medicaid, while aligning Medicaid’s business goals with the projects and managing the tradeoffs of the triple constraints: project cost, schedule, and quality. The development goals of the PMO team are:

  • Establish Medicaid processes, procedures, and policies for project management;
  • Develop Medicaid standard templates for documenting project management activities;
  • Define roles and responsibilities and establish reporting requirements for Medicaid projects; and
  • Establish a collaborative group of trained project managers who carry out the mission of the PMO.

Some of the services that PMO will provide are:

  1. Provide mentoring and guidance to project managers and project teams to ensure projects stay on track.
  2. Assist Medicaid staff in attaining knowledge related to project management (i.e., activity specific training provided by subject matter experts).
  3. Provide a central location to track and report the status of all Medicaid projects.
  4. Provide a project management methodology for Medicaid projects including document templates to aid in managing and documenting project activities.
  5. Perform project initiation activities including assistance with the completion and/or review of feasibility studies and project charters that may be required by the TRW, STO, or other entity for justification of projects.
  6. Perform project planning activities such as defining project phases, and developing the project plan, budget, communications plan, change management plan, and other planning documents as needed.
  7. Perform project execution activities such as assisting with the day-to-day project activities to ensure the project objectives are met including coordinating meetings for project teams, assisting with the project deliverables, etc.
  8. Perform project control activities such as monitoring the status of projects, reviewing project documentation, conducting status meetings with project teams, and reviewing project outcomes to ensure they are in support of desired project objectives.
  9. Perform project audit activities including measuring project outcomes and statuses to ensure the scope, schedule, project management practices, risks and issues remain within acceptable boundaries.
  10. Perform project (and project phase) close out activities including formal sign-off and quality assurance review of projects.
