Evaluation of Medicaid Reform

Summary:

This contract is for the design and implementation of an independent Medicaid Reform Evaluation Study. The goals of the evaluation are specifically intended to align with the goals of Medicaid Reform. As a consequence, the evaluation is expected to adapt to the evolution of Medicaid Reform and the goals thereof as that process moves towards contracts, agreements, and other aspects of program implementation. It is specifically intended that the evaluation will assess and speak to the questions raised in pages 56-61 of the Florida Medicaid Reform Approved 1115 Research and Demonstration Waiver Application (see http://ahca.myflorida.com/Medicaid/medicaid_reform/waiver/index.shtml), all special terms and conditions, and any related issues that might be raised by legislative action or implementation processes.

Projects to be conducted include:

  • Organizational analyses
  • Utilization and payment analyses; and
  • Quality of care, outcomes, and patient satisfaction assessment.

Upon submission of a progress report on all key aspects of the evaluation and reports on the overall analysis of enrollee satisfaction, as well as the longitudinal panel study.
