Evaluation of the Medicaid Prepaid Dental Health Program in Miami-Dade County

Contract Period: 5/1/05 - 6/30/07

Summary:

The Vendor will conduct an evaluation of the Prepaid Dental Health Program to answer questions such as level of need, family and provider satisfaction, access to services, costs, etc.

UF will survey families/enrollees and providers of the dental program, and will present the results of the surveys in two reports. Questions to be answered by the evaluation include but are not limited to:

  • What is the level of unmet dental care needs reported at baseline?
  • What is the level of family satisfaction with their children’s dental care at baseline, as measured by the Consumer Assessment of Health Plans Survey (CAHPS), supplemented with additional questions designed to measure specific aspects of the prepaid dental program?
  • How does family satisfaction with the prepaid dental program and reports of unmet dental care needs compare to satisfaction and unmet dental care needs findings obtained from the Florida KidCare evaluation?
  • Have all Medicaid enrollees selected or been assigned to a Medicaid network dentist?
  • Does the number of assigned enrollees differ on a per dentist basis across the two types of providers (individuals vs. organizations/corporations)?
  • Have all dentists in the ADI network undergone a comprehensive credentialing process as required by the contract?
  • Do all children served under the contract have access to emergency dental services on a 24/7 basis within 30 minutes travel time as required by the contract? If not, how do they access such care?
  • To what extent has the ADI pilot program provided dental services equivalent to the previous Medicaid fee-for-service dental program? To what degree do the services (procedure codes) differ?
  • Under the ADI pilot program, has access to dental care for children improved? Compare the dollar amounts paid for Miami-Dade County for state fiscal year 2003-2004 (Medicaid fee-for-service only) and 2004-2005 (Medicaid managed care only through ADI) and the bundle of services available.
  • To what extent have providers filed complaints with ADI? To what extent have patients filed complaints with ADI?

Summary of Significant Amendments:

The contract is to be amended soon (expected 11/05). This amendment will change deliverable dates. A draft report is expected from the Vendor in mid-December 2005.
