SHADAC Medicaid Undercount Experiment in Florida

The goals of the MUE are to gain a better understanding of the nuances of administrative data such as how it is collected, verified, maintained, updated and used to inform policy, focusing specifically on how counts of Medicaid enrollment are derived and factors that may impact the accuracy of these counts. In addition, the focus will be on state administrative data systems and the process of Medicaid and SCHIP enrollment and data management as well as comparisons to survey data. This MUE research project will also assess the extent to which the results can be generalized to other states, and the feasibility of developing a method for adjusting survey estimates to account for the Medicaid undercount.

The overall purpose of this MUE study is to provide a better methodology for adjusting counts of Medicaid recipients and the uninsured in national surveys. Since survey estimates of the uninsured play a central role in setting policy and allocating resources, and the results of this study would improve the confidence with which these survey results are used.

Brief Description of Goals of Contract:

  • Identify consultants and contractors and execute subcontracts as appropriate.
  • Develop a comprehensive work plan, including detailed project timelines.
  • Collect Medicaid and SCHIP administrative data, and compile all data necessary for analysis.
  • Design interview questionnaire and implement interviews with administrative personnel.
  • Analyze statewide Medicaid and SCHIP data.
  • Conduct data comparison analysis.
  • Compile a report on interviews with administrative personnel.
  • Prepare the Final Report, including a review of current situation, a list of recommendations and an implementation plan.
  • Produce printed materials for dissemination of findings and recommendations selected for implementation planning, for use in briefings of key policy and decision makers
  • Assist the Agency with preparation of briefs of the final report for the Medicaid Research website.
