Evaluation of Mental Health Related Medicaid Programs

The vendor has a mission to provide assistance to state agencies, and provides in-kind support for evaluation activities. Although Medicaid has previously supported evaluation services from the vendor with general revenue funding, the vendor has agreed to provide all the matching funds needed by the Agency, provided that the Agency gives the vendor the matching funds from Title XIX, as proposed in this contract. Under this contract, the Medicaid program proposes that the vendor continue to meet the evaluation needs of Medicaid related to the provision of mental health and substance abuse services.
Specifically, the vendor will provide the following services:
- Continue to evaluate Medicaid’s Prepaid Mental Health Plans in Areas 1 and 6;
- Begin to evaluate Medicaid’s Alzheimer’s Home and Community-Based Waiver Program;
- Continue an evaluation of Medicaid’s Statewide Inpatient Psychiatric Program (SIPP) programs throughout the state;
- Evaluate specialized therapeutic foster care;
- Evaluate Medicaid’s mental health service array for children;
- Study suicide in the SSI population;
- Study Medicaid-funded behavioral health services in the schools;
- Investigate the impact of providing cognate drugs to persons with dementia on time to nursing home admission and need for mental health services;
- Study elder mistreatment and Medicaid service utilization;
- Examine racial and ethnic disparities in service use and perceived unmet service needs;
- Conduct a three-year follow-up study of the adolescent girls and mothers on Medicaid;
- Write a brief report about creating public use data sets;
- Investigate issues related to the continuity of care for adult Medicaid enrollees who were discharged from correctional facilities.
