Brief Description of Goals of
Contract:
- Support the policy recommendations of the Governor's Task Force on Access
to Affordable Health Insurance.
- Satisfy the requirements of the Round IV State Planning Grant award received
by the Agency for Health Care Administration (Agency). These activities will
include recommending a coordinated set of programs to provide all uninsured
citizens in Florida with health care coverage and updating the 1999 Florida
Health Insurance Study (FHIS 1999) in 2004.
- In 2003, the state of Florida implemented a strategic planning effort to
expand health care coverage to all Floridians. This Contract will further
develop those initial efforts through data collection and analysis to:
- Provide a clear understanding of the current environment regarding health
insurance coverage, and
- Inform a thoughtful conversation among key stakeholders as to potential
policy interventions and programmatic responses. Specifically, the project
will:
- Gather data to provide accurate and current estimates of the number
and characteristics of uninsured Floridians;
- Gather related information regarding how various stakeholders (e.g.,
uninsured persons, health insurance plans, employers) experience the
consequences of uninsurance;
- Use the information to inform a thorough exploration of a wide
range of public, private and combined options and alternative approaches
that might be available to Florida as it seeks to ensure that all
Floridians have health insurance coverage; and
- Prepare a plan directed to that end.
