Evaluation of the Broward Co. Pediatric Emergency Diversion Pilot Project

Contract Period:  April 5, 2003 through March 31, 2005

Brief Description of Goals of Contract:

Through this contract an independent evaluation of the Broward County Pediatric ER Diversion Pilot Project will be preformed to determine if the pilot has achieved the stated goals and to evaluate if this initiative should be replicated throughout the state. 

The primary purposes of the evaluation are to: (1) isolate the factors that have contributed to recent trends in Medicaid utilization for non-emergency services; (2) to assemble and share detailed information regarding the project origin, design, implementation and outcomes, and (3) to assess differentials among sub-groups of the MediPass Pilot Project / Pediatric ER Diversion Project.  This information will be of value to Florida when it considers whether to expand the demonstration project into a statewide imitative.  The evaluation will also be of interest to other states as they evaluate the value of primary care provider groups within their Medicaid programs.

Deliverables:

The following activities and deliverables will be completed over the contract period.

April 1, 2003 - June 30, 2003
  1. Within 45 calendar days after execution of the contract, a complete description of all outcome measures that will include data sources and a well-defined timetable for data collection will be outlined in the work plan and submitted to the Agency. 
  1. CVs or resumes of all project team members and narrative that clearly defines their specific roles and responsibilities will be included as an attachment to the work plan.
  1. A quarterly status report on the evolution of the project's activities will be submitted to the Agency.

July 1, 2003 - September 30, 2003

  1. The Vendor will conduct a group session with the MediPass Pilot Project/Pediatric ER Diversion Project contract group providers to identify and discuss issues relating to the delivery of urgent and emergency medical services to children.  This session will include, but not be limited to, a discussion of established procedures, protocols, and available community medical support.
  1. A summary of discussion points and findings obtained through the group session will be provided to the Agency within 21 calendar days of the meeting date.
  1. A description of the MediPass Pilot Project/Pediatric ER Diversion Project contract group project implementation plan and an assessment of the quality of outcome data collected from the contract group in response to Agency requirements will be completed.
  1. A report will be completed, which will include a comparative analysis of pre-implementation utilization and Medicaid reimbursement data for pediatric patients of MediPass Pilot Project/Pediatric ER Diversion Project contract group will be provided to the Agency.  The utilization analysis will include an analysis of case-mix of the participants.  These analyses will include the data elements as provided in Exhibit A
  1. The Vendor will submit a specific analytic data design to the Agency for approval that analyzes pre-and post-implementation data.  All predictor and outcome variables will be specified (e.g., predictor variables - diagnostic information and socio-demographic characteristics; outcome variables - specific quality indicators, health care use, and reimbursement information).
October 1, 2003 - December 31, 2003
  1. A status report of disenrollees after the one-year implementation date of the MediPass Pilot Project/Pediatric ER Diversion Project, which was April 2002, will be completed.
  1. A work plan defining how the cost effectiveness analysis will be completed shall be submitted to the Agency for review and approval.
  1. A quarterly status report on the evaluation project's activities will be submitted to the Agency.

January 1, 2004 - March 31, 2004

The Vendor will review the University of Florida's (UF) CAHPS survey data as provided by the Agency and incorporate these findings in the evaluation study.

A technical report will be provided to the Agency within 45 calendar days after the end of the first year of the evaluation study.  This report will discuss the results of multivariate modeling of the first year's utilization and costs and include a comparative analysis to other published studies. 

April 1, 2004 - June 30, 2004
  1. A draft report will be completed by the Vendor analyzing the first year of the evaluation project and summarizing the major findings from each component of the evaluation.
July 1, 2004 - September 30, 2004
  1. By September 30, 2004 the Vendor will submit to the Agency for review and approval the initial evaluation report of Broward County's Pediatric ER Diversion Project.
October 1, 2004 -- December 31, 2004
  1. A written analysis of outcome data that the Agency required the MediPass Pilot Project/Pediatric ER Diversion Project group to collect in Exhibit A will be completed.

January 1, 2005 - March 31, 2005

  1. A draft of the final project report that summarizes major findings from each component of the evaluation by issue.  At a minimum, the report will include:
    • an executive summary to include a brief description of the MediPass Pilot Project/Pediatric ER Diversion Pilot Project and overview of methodology;
    • cost effectiveness assessment based on the duration of the pilot project;
    • analysis of outcome data that the Agency required the Pediatric ER Diversion Project contract group to collect;
    • descriptive report on utilization and expenditures during the entire period of the MediPass Pilot Project/Pediatric ER Diversion Project contract;
    • technical report on multivariate analyses for the project; and
    • bibliography of earlier reports.

By March 15, 2005, the Vendor will submit to the Agency for review and approval the final evaluation report of the MediPass Pilot Project/Pediatric ER Diversion Project.
