Evaluation of the Broward Co. Pediatric Emergency Diversion
Pilot Project
Contractor: Broward Regional Health Planning Council
Agency Contract Number: M0332
Contract Period: April 5, 2003 through March 31, 2005
Brief Description of Goals of Contract:
Through this contract an independent evaluation of the Broward County Pediatric
ER Diversion Pilot Project will be preformed to determine if the pilot has achieved
the stated goals and to evaluate if this initiative should be replicated throughout
the state.
The primary purposes of the evaluation are to: (1) isolate the factors that
have contributed to recent trends in Medicaid utilization for non-emergency
services; (2) to assemble and share detailed information regarding the project
origin, design, implementation and outcomes, and (3) to assess differentials
among sub-groups of the MediPass Pilot Project / Pediatric ER Diversion Project.
This information will be of value to Florida when it considers whether to expand
the demonstration project into a statewide imitative. The evaluation will also
be of interest to other states as they evaluate the value of primary care provider
groups within their Medicaid programs.
