As Director of the Division of Health Access and Tobacco, Mr. Williams is responsible for the overall statewide supervision and direction of the Tobacco Control Program, the Injury Prevention Program, the Volunteer Health Care Provider Program, the Bureau of Brain and Spinal Cord Injury, and the Bureau of Statewide Pharmaceutical Services. He is also responsible for functions relating to rural health, rural hospitals, rural health networks, local health councils, and university-based Area Health Education Centers. In addition, he is responsible for the Office of Health Professional Recruitment, which designates medically underserved areas and health professional shortage areas, places health care professionals in underserved areas, and collaborates with federally funded community health centers as the state’s Primary Care Office. He oversees a staff of 144, and an annual budget of $191.6 million.

Prior to joining the staff at the Department of Health in July 2002, Mr. Williams served for several years in various capacities on committee staff with the Florida Legislature, as a Staff Director with the House of Representatives (4 sessions) and Legislative Analyst with the Senate (12 sessions). Prior to his work with the Legislature, Mr. Williams worked in the State Health Office, Medicaid Office, and Comprehensive Health Planning Office of the former Department of Health and Rehabilitative Services.

Mr. Williams received an M.S. degree from the Florida State University and a B.S. degree from the University of South Carolina.
