Phyllis Sloyer currently serves as Division Director of Children's Medical
Services in the Florida Department of Health. From 1997 to 1998, Phyllis
was the Assistant Director, from 1996 to 1997, she was the Assistant Health
Officer for Children's Medical Services, from 1995 to 1996, she was Assistant
Health Officer for Prevention & Early Intervention, Children's Medical
Services, and from 1993 to 1995, and she served as Managed Care Consultant
for Children's Medical Services. From 1991 to 1993, Dr. Sloyer served
as Associate Director for the National Center for Policy Coordination
at the Institute for Child Health Policy in Gainesville, Florida. From
1984 to 1991, Phyllis was Chief of Clinic and Regional Programs in Children's
Medical Services and she was a Program Analyst in Children's Medical Services,
in Miami, Florida from 1981 to 1984. From 1979 to 1981, Phyllis served
as a Perinatal Program Specialist at Children's Medical Services in Tallahassee,
Florida and from 1975 to 1979; she was Charge Nurse at Sacred Heart Children's
Hospital in Pensacola, Florida.
Dr. Sloyer is currently a member of the Florida Institute for Quality
Healthcare. From 1997 to 1998, she was a member of the Developing Managed
Care Systems for Children with Special Health Care Needs Taskforce. Sponsored
by the federal Maternal and Child Health Bureau. In 1997, she was a member
for the Association for Health Services Research. Improving Quality of
Health Care for Children: An Agenda for Research, and in 1996, she was
a Representative for the National Academy of State Health Policy Leaders.
In 1994, Dr. Sloyer served as Chair for the Grant Review Committee, Health
Care Reform Grants. Maternal and Child Health Bureau, U.S.P.H.S., Washington,
D.C., and she served as a member for the National Social Security Administration/Maternal
and Child Health Bureau Work Group. (SSI for children under the age of
16), and as a member for the National Department of Defense/Maternal and
Child Health Bureau Task Force. (Coordination of Care for children with
special health care needs from military families.) In 1992, she served
as a member of the Final Review Committee for the Cost/Implementation
Study (in support of implementation of Part H in Florida) convened by
the Center for Prevention and Early Intervention at the Florida State
University in Tallahassee, Florida. Dr. Sloyer is also the Treasurer of
the National Association of Maternal and Child Health Programs and is
a member of the American Society of Public Administrators and the American
Public Health Association.
Dr. Sloyer has been recognized as Outstanding Woman in Public Health
2001-2002 and in the International Who's Who of Professionals
