Marshall E. Kelley joined Health Management Associates as a principal
in 2002 after a 33-year career in Florida government. He specializes in
issues related to Medicaid, health care facility regulation, aging and
long-term care, waiver programs and eligibility. He assists public and
private clients with program design, program improvement, cost effectiveness,
reimbursement and evaluation. Mr. Kelley has assisted insurance companies,
HMOs, and physician groups with program design, reimbursement and implementation
issues. He has also completed waiver applications and analysis for the
Florida Medicaid agency, the Department of Health and the Governor's Real
Choices Group.
Prior to joining HMA, Mr. Kelley directed the Florida Medicaid program,
the economic services and eligibility programs, and the state's health
facility regulatory programs. For three years immediately prior to joining
HMA he directed the division handling Florida's aging and long-term care
programs. As Medicaid Director, he managed a major transition to managed
care programs, both HMOs and primary care case management, and the establishment
of quality standards for those programs.
Mr. Kelley has been involved in the expansion of home and community based
waivers, the original passage of Florida's Brain and Spinal Cord Injury
waiver and the implementation of the Assisted Living waiver. Under his
supervision, the State of Florida implemented a managed long-term care
program. He has also managed Florida's participation in a consumer directed
care waiver. Mr. Kelley holds master's degrees from Georgia State University
and Indiana University. Mr. Kelley was staff to the Governor's Task Force
on Access to Affordable Health Insurance.
