Randy Kammer is Vice President of Regulatory Affairs and Public Policy for Blue Cross Blue Shield of Florida, Inc. She has been with BCBSF for over 17 years. Prior to that, she was Senior Staff Attorney, Three Rivers Legal Services, Inc., Gainesville, Florida, from 1979 to 1987. Randy is Secretary of BCBSF's The Blue Foundation for a Healthy Florida. She recently served as co-chair of the Department of Insurance Small Group Standard Benefit Design Committee and previously chaired the committee in the early 1990s. Randy is secretary of JaxCare (a public/private partnership to insure low-income workers), is Secretary of the Florida Life and Health Insurance Guaranty Association, and is a delegate to the Healthy Florida Foundation.

Randy is very active in the Jacksonville Jewish community. She currently serves as Secretary of the Jewish Community Alliance, serves on The Temple Board of Trustees as well as on the River Garden Nursing Home Board. Additionally, she is active with the local Legal Aid program and one of Jacksonville's programs for the homeless.

She has a B.A. from Northwestern University and a J.D. from the University of Florida College of Law. She is a member of the Florida Bar; admitted to practice before the U.S. District Court, North and Middle Districts of Florida; and the U.S. Court of Appeals, 11th Circuit.
