CURRENT PROFESSIONAL POSITION
1997 - present Northwest Florida & Big Bend Health Councils,
Inc., Panama City, FL. Executive Director of two health councils in
the Florida Panhandle. Council staff provides research, data analysis,
planning and program development, implementation, and evaluation for
18 counties. Board members are County Commission appointees representing
a broad range of health care providers and consumers. Many of the counties
are rural and underserved with rapidly developing coastal regions. With
state agencies, administer and monitor Certificate of Need program applications
and projects.
PROFESSIONAL EXPERIENCE
1995-97 Corrections Corporation of America-Bay Correctional
Facility, Panama City, FL. Education Director-Principal. Directed operations
of the Facility's Education Department. Supervised eighteen faculty
and staff members who provided a variety of academic, vocational, and
behavioral education programs to 600 inmate/students daily. Represented
CCA-BCF as liaison with state and local government agencies, e.g. Department
of Corrections, Department of Education, Corrections Privatization Commission,
Gulf Coast Community College, and Bay District Public Schools. Also
served as the Facility's Media Coordinator.
1983-91 Florida Association of School Administrators,
Tallahassee, FL. Associate Executive Director for Government Relations.
Chief Lobbyist for Federal and state legislative and regulatory policy
activities. Designed and implemented the governmental relations program
for the Association's five departments and 4,000 members. Conducted
legal and empirical research, statistical analysis, and inservice training
in the areas of personnel selection, labor relations, school finance,
and policy implementation. Established and managed the Association's
Federal and State Political Action Committees.
1977-83 Bay District Public Schools, Panama City, FL.
District's Lobbyist and Public Information Officer. Member of the Superintendent's
Cabinet. Conducted legal and statistical research. Designed, implemented,
and directed the District's Public Information and Community Relation
programs. Served as the District's Chief Lobbyist with Congress and
the Florida Legislature. During my tenure, the District employed 2,200
employees, operated 26 schools, and served 24,000 students daily. 1968-77
