Carol Gormley is the Policy Coordinator for Health and Human Services
in the Governor's Office of Planning and Budget. The Health and Human
Services unit is responsible for coordinating the activities of the following
departments: Children and Families; Health; Elder Affairs; and Veteran's
Affairs, and the Agency for Health Care Administration.
Prior to joining the Bush administration, Carol was employed by the Florida
Hospital Association as the Director of Government Relations. While at
FHA, Carol's areas of responsibility included issues related to Medicaid
payments to hospitals, regulatory programs, rural hospitals, rehabilitation
services, and liaison with the Joint Commission on Accreditation of Health
Care Organizations.
Carol served as Executive Director of the North Central Florida Health
Planning Council, Inc. for 15 years from 1983 to 1999. The Council is
a non-profit organization providing planning and community development
services for a 16-county region. The Council's activities include management
of contracts for maternal and child health services, responsibility as
lead agency for Ryan White programs, coordinating the Council on Rural
Emergency Medical Services, serving as a regional trauma agency, and conducting
a variety of program evaluation and needs assessment projects.
Carol holds a master's degree from the University of Florida and a bachelor's
degree from the University of Illinois.
