Mel Chang is the AHCA Project Director for the HRSA SPG project and
AHCA contract manager for the Robert Wood Johnson Foundation (RWJF) funded
Health Flex Pilot project and the RWJF-funded Provider Service Network
(PSN) Evaluation project. One of the Agency's original employees, he played
a vital role in the many of the policy research and planning activities,
including the comprehensive health plan, A Blueprint for Health Security
(1993), the Florida Health Security Plan (1994), the Florida Health Insurance
Coverage Study for Individuals and Employees (1993), and the Florida Health
Insurance Study Phase I and II (1998-2000).
He has over 20 years of experience working for the State of Florida on
policy issues ranging from tax revenue sources, economic development,
managed care, hospital cost containment, disease state management education
programs, safety-net providers, health care access and financing, and
Medicaid. Over the years, Mr. Chang has served as project director for
a number of cutting edge health technology assessment projects within
the State of Florida. In particular, he had leadership roles in the Automated
Interactive Medication Information System (AIMIS) project and the Health
Management Initiative (HMI) project, for which he won several awards.
Currently, he is an AHCA Administrator in the Florida Bureau of Medicaid
Research, working with RWJF grant-funded projects. His current efforts
are focused on issues related to the uninsured and the health care safety
net, reducing racial and ethnic health disparities and health care costs.
He holds B.Sc. degrees in Pure Mathematics and Applied Statistics from
Florida State University, and a Masters in Public Administration from
the Nova Southeastern University. He is a member of the Pi Alpha Alpha
National Honor Society.
Mr. Chang served on the Governor's Task Force on County Contributions
to Medicaid and the Statewide Task Force on the Impact of Welfare Reform
on Children and was staff to the Governor's Task Force on Access to Affordable
Health Insurance. Mr. Chang won Davis Productivity Awards in 1993, 1998,
1999, 2000, and 2004.
