Florida Medicaid NPI Rule Analysis
By the compliance dates, covered entities must use only the NPI to identify providers in standard (HIPAA) transactions. It will replace the use of all legacy provider identifiers (e.g., UPIN, Medicaid Provider Number, Medicare Provider Number, Blue Cross and Blue Shield Numbers) in standard transactions. The new NPI will have 10 positions (9 plus the check-digit), be all numeric, not
itself convey information about the provider, and be compatible with health insurance card issuer standard. An analysis of the NPI rule and how it will apply to Florida Medicaid providers, as printed in the summer 2004 Florida Medicaid Provider Bulletin, can be viewed here.
