FLORIDA HOSPITAL UNIFORM REPORTING SYSTEM
COMPASS replaces FADES as the method used to prepare and to transmit the hospital prior year actual report to the Agency
Rule numbers 59E-5.102, 59E-5.201, 59E-5.205 and 59E-5.206 F.A.C., were recently amended in order to change the manner in which the prior year actual report is to be prepared and to be submitted to the Agency. The prior year actual report is also commonly known as the hospital AHCA report, or the hospital actual report. The prior year actual report should not be confused with the Medicaid Cost Report.
Specifically, the FADES software has been replaced with a new electronic program called (COMPASS). For hospital financial accounting periods ending on or after April 30, 2005, and with corresponding due dates beginning on or after August 29, 2005, the prior year actual report must be prepared and submitted to the Agency using the computer program known as COMPASS.
COMPASS was developed using Microsoft Excel and will behave much like an Excel workbook. This is one of the compelling and appealing features of COMPASS. The COMPASS program and the “COMPASS User Manual” are available free of charge to all hospitals on the Agency’s website at the links underlined below. The User Manual (Guide) contains instructions for using COMPASS and includes a discussion of the procedures that are required in order to transmit the completed report electronically to the Agency.
