59C-2.100 Acute Care Subdistricts

(1) General Provisions. Acute care subdistricts are proposed by Local Health Councils and utilized by the agency in conjunction with the methodology for determining need for acute care beds. A full description of the need methodology appears in Rule 59C-1.038, Florida Administrative Code.

(2) Definitions.

(a) "Agency." The Agency for Health Care Administration.

(b) "District." A health service planning district of the agency defined in subsection 408.032(5), Florida Statutes.

(c) "Local Health Council." The council referenced in section 408.033, Florida Statutes.

(d) "Subdistrict." A group of counties, a county, or a portion of a county which forms a subdivision of a district. For purposes of this rule, ten of the eleven districts of the agency are divided into subdistricts; District 10 is not divided.

(3) Acute Care Subdistricts. The acute care subdistricts are defined and numbered as follows:

(a) Subdistricts for District 1.

1. Subdistrict 1-1 consists of Escambia and Santa Rosa Counties.

2. Subdistrict 1-2 consists of Okaloosa and Walton Counties.

(b) Subdistricts for District 2.

1. Subdistrict 2-1 consists of Bay, Calhoun, Franklin, Gulf, Holmes, Jackson, and Washington Counties.

2. Subdistrict 2-2 consists of Gadsden, Jefferson, Leon, Liberty, Madison, Taylor, and Wakulla Counties.

(c) Subdistricts for District 3.

1. Subdistrict 3-1 consists of Columbia, Hamilton, and Suwannee Counties.

2. Subdistrict 3-2 consists of Alachua, Bradford, Dixie, Gilchrist, Lafayette, Levy, and Union Counties.

3. Subdistrict 3-3 consists of Putnam County.

4. Subdistrict 3-4 consists of Marion County

5. Subdistrict 3-5 consists of Citrus County.

6. Subdistrict 3-6 consists of Hernando County.

7. Subdistrict 3-7 consists of Lake and Sumter Counties.

(d) Subdistricts for District 4.

1. Subdistrict 4-1 consists of Nassau County, and the northern portion of Duval County lying within ZIP codes 32202, 32206, 32208, 32209, 32218, 32219, 32220, 32226, and 32254.

2. Subdistrict 4-2 consists of Baker County, Clay County, and the southwestern portion of Duval County lying within ZIP Codes 32204, 32205, 32210, 32212, 32215, 32221, 32222, 32234, and 32244.

3. Subdistrict 4-3 consists of St. John's County, and the southeastern portion of Duval County lying within ZIP Codes 32207, 32211, 32216, 32217, 32223, 32224, 32225, 32228, 32233, 32246, 32250, 32256, 32257, 32258, 32266, and 32277.

4. Subdistrict 4-4 consists of Flagler County, and the eastern portion of Volusia County lying within ZIP codes 32114, 32117, 32118, 32119, 32124, 32127, 32132, 32141, 32168, 32169, 32174, 32176, and 32759.

5. Subdistrict 4-5 consists of the western portion of Volusia County lying within ZIP Codes 32130, 32180, 32190, 32706, 32713, 32720, 32724, 32725, 32738, 32744, 32763, and 32764.

(e) Subdistricts in District 5.

1. Subdistrict 5-1 consists of the western portion of Pasco County lying within Census County Divisions 020 and 025.

2. Subdistrict 5-2 consists of the eastern portion of Pasco County lying within Census County Divisions 005, 010, 015, and 030.

3. Subdistrict 5-3 consists of the northern portion of Pinellas County lying within Census County Divisions 020 and 055.

4. Subdistrict 5-4 consists of the southern portion of Pinellas County lying within Census County Divisions 015, 050, and 052.

(f) Subdistricts for District 6.

1. Subdistrict 6-1 consists of Hillsborough County.

2. Subdistrict 6-2 consists of Polk County.

3. Subdistrict 6-3 consists of Manatee County.

4. Subdistrict 6-4 consists of Hardee County.

5. Subdistrict 6-5 consists of Highlands County.

(g) Subdistricts for District 7.

1. Subdistrict 7-1 consists of Brevard County.

2. Subdistrict 7-2 consists of Orange County.

3. Subdistrict 7-3 consists of Osceola County.

4. Subdistrict 7-4 consists of Seminole County.

(h) Subdistricts for District 8.

1. Subdistrict 8-1 consists of Charlotte County.

2. Subdistrict 8-2 consists of Collier County.

3. Subdistrict 8-3 consists of DeSoto County.

4. Subdistrict 8-4 consists of Glades and Hendry Counties.

5. Subdistrict 8-5 consists of Lee County.

6. Subdistrict 8-6 consists of Sarasota County.

(I) Subdistricts for District 9.

1. Subdistrict 9-1 consists of Indian River County.

2. Subdistrict 9-2 consists of Martin and St. Lucie Counties.

3. Subdistrict 9-3 consists of Okeechobee County.

4. Subdistrict 9-4 consists of the northern portion of Palm Beach County lying within Census County Divisions 010, 035, 045, 070, 077, and 080, except for census tracts 33, 34, 35.01 through 35.03, 36 and 37.

5. Subdistrict 9-5 consists of the southern portion of Palm Beach County lying within Census County Divisions 015, 020, 050, and 078; and census tracts 33, 34, 35.01 through 35.03, 36, and 37.

(j) Subdistricts for District 10.

Subdistrict 10-1 consists of all of District 10. For purposes of need determination under rule 59C-1.038, District 10 is treated in the same manner as a subdistrict.

(k) Subdistricts for District 11.

1. Subdistrict 11-1 consists of Dade County.

2. Subdistrict 11-2 consists of Monroe County.
